Please answer: Discuss whether there is an initial current on a fluxed capacitor and whether there is an initial voltage on a fluxed inductor and how do you find each.

Fluxed means charge.

The statement given in the question is wrong as Inductor store energy in form of Li2/2 .So there is initial current on a fluxed Inductor where as capacitor store energy in form of CV2/2 ,so there is initial voltage on fluxed capacitor.

The value of these initial condition is generally found from circuit previous condition by running the circuit for a long time so that steady state condition occur as it makes capacitor and inductor fully charged.Once capacitor is fully charged , capacitor behaves as open circuit and the voltage across it is calculated. AND Inductor behaves as short circuit during steady state , current is measured and this value of voltage and current becomes initial condition for the next circuit
