No, PPM is called as Pulse position modulation where as PWM is Pulse width modulation .In Pulse position Modulation width of the pulse and amplitude is constant for its postion for various instant of time.That is its position is changed according to the modulating signal carrier at various time instant.

Pulse width modulation the width of the pulse changes for various instants of time according to carrier signal and the message signal or the modulating signal for various instants of time both these methods PPM and PWm are different according to postion and width of the pulse used .But PPM can be derived from PWM pulse and with increase in the modulating voltage the postion of the pulses in the PPM van be shifted with refernce to it .Both are totally different.
