If the voltage level has to be changed, there is no need of amplifier. It can be changed by using a step up transformer. A step up transformer is used to increase or step-up the voltage from primary winding to secondary winding by using the principle of electromagnetic induction. The main advantage of using a transformer of changing voltage is that it is a passive element i.e it does not need an external power supply. It just transforms or changes the voltage or power. In contrast, an amplifier is an active device, it needs an external power to work.
