First we have to understand the meaning of decade. Decade means the 10 fold increase/decrease in frequency i.e the frequency changes by a factor of 10.

40 dB/decade refers to increase in gain by 40 dB when frequency is increased by a factor of 10. For example if the gain of a filter is 0 dB a 1 kHz, then its gain will be 40 dB at 10 kHz.

Now the calculation part for the gain of the given system at 68 kHz
