Answer - The reasons for low turnout are -

1 - Sense of Futility- The citizens have started feeling that , in such a large population , one vote would not make the differences which leads to lower number of people giving votes

2 - Disillusionment - They have realised the fact that the political parties do very little for the people after they win the election and the value of the votes has decreased. This has led to lower voter turnout.

3 - There is lack of interest in the political environment and this creates the Apathy or the indifferences among people and thus leading to lower voter turnout.
