B.The Ottoman Turks already had a modern bureaucratic nation state.

Bureaucratic elements were not that flourished in Europe. The main benefit they gained was from trade related empowerment. In the case of Ottoman Turks, they were wealthy and their principle was to capture and rule. They had a complex form of government system with the Sultan as the prime head and a well established bureaucratic system to support him.

The lack of a well structured bureaucratic element and subordinate system of government in Europe had actually caused for the weakening of European success at exploration, conquest and colonization.
