The founders believed that the right to free speech applied to every citizen of the nation and was considered as one the fundamental rights.
They didn't want the new government to supress the voice of the people and fellow citizens should spreak and raise their concerns with the government without any fear. This freedom prevents the givernment to punish any citizen for expressing their openions.
Even though freedom of speech is fundamental right but it precludes speech which are hateful in nature and can be threatening to others.
