Answer: Judgment of how well the ruling party has governed.

Ie. Because at the people and citizens of nation judge the ruling party about whether they've satisfied their needs or not, whether ruling party has tooked various decesions in favour of us or not, whether ruling party is concerned about their citizens and about nation or not. If they get satisfied after judging thier governance, this could be the strongest factor of motivating mass voter behavior.(ie. To vote them for again)

While now voters are smart, they don't get influenced, just by the candidate image and from formulation of policies and solving of issues. Because this is just not enough and strongest factor to motivate mass voter behavior.
