In your opinion, can a country be considered finished with transition even if it implements state management in important sectors of the economy, such as energy or natural resources?

It cannot be mentioned as transition if it actually implements management in important factors such as energy or natural resources and this is because of the fact that whenever there is a transition from state owned to capitalist economy, most of the sectors and if it is transforming from capitalist to state owned economy all the sectors including telecommunications etc must actually be transformed to the straight control but in the question it is given that only energy and other natural resources control are transformed but other sectors are not and that is the reason why it can be mentioned that the economy is not finished with transition
