Becaus the residential neighborhood is facing difficulty due to the noise of car and radio etc. In this situation what they can do is they can impose some rates to move through the residential area. May be like toll. If the outside people want to go at the rush time they have to pay a toll or certai amount for travel trough the residential area. Because of this imposition of toll or payment, traffic may reduce in the residential area. If they are getting more amount through the toll they can make use of the further development of the residential area like modify the area and all.
