The plan includes what activities are required to achieve the desired results, why are they required. This is important because it helps in laying down a roadmap for the outcomes.

But implementation of the plan is more concrete. Implementation of the plan needs to address who, where, when, how. This is because it is a more realistic aspect which results in fruition of strategic plan into actuation.
