Independent local unions are those which represent workers working in a particular plant or company. They are not concerned with national unions and are not a part of them.
They run their rules and have their own set of demands with the employer, not concerned with the national union
As compared to national unions, their bargaining power is less because they are less in number but since they own and control a particular plant or company, their demands are rigid and threats are credible. Their efficiency is high and wages demanded are also high but not comparable to national levels because they know they are not a part of national unions.
