Public prison system itself is a pure public good as it is nonrivalrours and nonexcludabe. The traditional analysis tends to imply that government is required for society to produce prisons efficiently. Services provided by the jail or public prison system are also public good. For example- Public hospitals, which is used to treat injured inmates. It has the property of both non excludability and non rivalry. That means, prisoners don't have to pay to use public hospitals provided by public prison system or, one prisoner's use of hospital doesn't reduce the amount available to others.
