In case of goods which are excludable but not rival in consumption , there is a natural monopoly in case of these goods.These are available in unlimited quantities but these aren't available to the people who doesn't belong to particular group i.e. club .These people are excluded from use of these goods.It is excludable but not rival in consumption. It means when one person consume these goods it doesn't decrese the quantity available to other members.All these charcteristics are applied also to fire protection in small town.
