The international relation is also driven by bureaucracy and different levels of engagements and negotiations generally held among the bureaucracy. Hierarchy is to be considered because officials from same rank and file can negotiate in international relation.In a hierarchy, various factors play important roles like dominance, reciprocity, and identity because all these are identical with hierarchical setup and especially in international relation one cannot ignore these things.
