Workers(as a class) are generally low skilled or unskilled labors because of lack of education or specific trainings. The supply of these labors are usually more than the demand, and the service of these labors can be easily replaced when compared with skilled labors. Hence skilled labors form a structure or a union who can demand facilities or increase in wages than the unskilled labors.

So inorder to form a structure, these labors can form a union under the supervision of government or get specific training so that the demand for them increases
