In 1876 theBill of rights was passed which made Texas as free state and new laws of free speech and liberty as popular sovereignty under US Constitution. The legislature was passes by House of Senates and House of Representative and their respective salaries were fixed and all taxes they could charge. The Governor was empowered to fill up vacancies or modify existing laws and had supreme powers for Texas State. The givernor decided on amendments to be made for Judiciary and also implemented the Excutive bench to decide and approve major new legislation and laws.
