Immigration of farmers helped in increasing the production of the country. Whereas, town dwellers and artisans were not desirable settlers and should not be immigrated because eventually they will add to the Unemployed, and create slum areas.

So, the basic idea behing immigration policy of Clifford Sifton was to immigrate only valuable and desirable people that would help in increasing the production of goods and services in the country.
