. Many developing countries argue that they should be exempt from international regulation of global greenhouse gas emissions. Their argument is based on the premises that the developed world is largely responsible for the current levels of carbon in the atmosphere, and that regulation would prevent them from ever achieving a standard of living that approaches that of the developed world. Given what you know about the nature of climate change should they be exempt from treaties that limit greenhouse gas emissions?
