Dillon rule

The Dillon rule refers to a legal principle which states that the local governments can only exercise limited authority and they can pass ordinances only in those areas in which the General Assembly has granted authority to them. Therefore, Dillon rule enables state legislatures to interfere in small-scale decisions made by local jurisdictions.

Home rule

In simple words, in the US, home rule is the authority of a constituent part or administrative division of a state to exercise powers of governance and carry out government functions as well as the affairs which have been delegated to it by the central (state) government. Therefore, the home rule provides local communities with some degree of authority and local autonomy without significant state interference.
