1. City Government must ensure that they are not being exploited by any higher classes.

2. They must also keep a check on their literacy level as education is the key to success and must also subsidies it if needed.

3. They must maje them aware of the government policies made for poor people as most of the time, these classes remain unaware of these and someone else takes their advantage.

2. Initially I would come up with the cause of communal poverty as why that particular community is facing welfare crisis well everyother community is not.

I would work on their education and would provide subsidies if needed in order to make them capable enough of uplift themselves socially and economically.
