When a president dictates a rulemaking agency to form a particular rule, it is called as presidential rulemaking. Presidents based on their political motives (or social motives) may interfere in rulemaking (often called president's rule). For example, in 1995 when smoking among minors and the role of tobacco companies in promoting it, gained public notice and momentum and became a big issue, the then President announced of taking significant rulemaking effort to control the sale of tobacco among minors and distribution of tobacco. It is an example of Presidential rulemaking (even though the documentation came from the FDA- Food and Drug Administration).
