• Drugmakers could offer a deal to the regulations. The deal would be to donate money to non-profit government organizations. This way, the government will be able to ensure social welfare and drug makers could also run their business.

Or

• Drugmakers could offer high revenues to the regulations. This will increase the government treasuries.

Doing these kinds of manipulations will not be considered illegal, and both the parties that are, regulations and drug makers, will be a profit.
