This is usually because an individual has given up looking or has had no success in finding a job, hence the term "discouraged"

Even though they would like a job, discouraged workers are not counted as theunemployed or included in the unemployment rate. They are counted in the realunemployment rate thats why increase in the number of discouraged workers have on the unemployment rate
