According to the given situation :-

Firstly do not panic, accept the situation. You did the first step correct by calling someone who could help you to install the spare tire, but they won't be there for a while so it's okay do not panic.

Call the Interviewer office and inform them that you might be late by half an hour and if they do not answer your call then leave a message and then apologize quickly and if possible drop an email too. And if you want to reschedule the interview and drop the same in your email.

Other best solution is that you can drop in your car at a garage and inform the mechnanic to repair it, and you can take a cab and reach the office.
