Yes democracy can work in divided societies however requires special arrangements for such survival.

Under deep divided socities which are divided on basis of race, religion, creed, languages or other ethnic identities, politicoan use such basis to play ethnic card which eventually makes the democratic politics as a failure. If any strategy gets in place to find ways to promote inter-ethnic accomodation, multi ethnic political parties and moderate then sustainable democracy can be achived. One way could be designing electoral rules in this regard to support the motives of sustainable democracy.
