4. How are private communities such as hotels and condominiums similar to and how are they different from, municipal governments?

A private community is a residential community which may be an association and include condominiums ,homeowner association or may be cooperatives.Financing of private communities benefits are done by the payments made by members.As for eg in a hotel , elevators and security are paid by the money received as room charges.

Municipal governments are institutions created by the state to rule the cities.Municipal governments look after libraries , parks , community water sytem, local police,parkings , roads etc.The provincial government gives authority to the municipal government to look after these areas.

Both serve the community but one is private and the other is government.
