What criteria must be met in order for a person to be characterized as being unemployed

Have an example of someone who is structurally unemployed. You may give examples of someone you know who is out of job and can not find new job due to lack of skills.

Characterisitcs to classify a person as unemployed are:

1. He should not be in the military.
2. He should not be in prison.
3. He should be above the age of 16 and below 60 (the retirement age)
4. He should be willing and able to work.
5. Has been looking for work from last 4 weeks without success.

Structural unemployment is something that happens becuase there may some technological progress that takes place and the person lacks those skill sets. This is also one of the major causes of unemployment, becuase in today's time it is important to keep up with the skill sets demanded in the market.
