It means that people are getting jobs. Though, there is an income and wealth inequality due to difference in skills and ability to deliver top responsibilities. Hence, people are getting jobs, earning money, but some of them are getting higher wages and some of them are getting lower wages resulting into an inequality. It helps in the alleviation of poverty also. So, TN is lowest in the ranks of income inequality or safety net, but people are getting jobs and earning enough that they are above the poverty level.
