What could explain the reason why we have lower poverty rates in TN (we rank 5th for Poverty) even though we rank last (10th) for Safety Net, Income Inequality and Wealth Inequality?

The most important reason is the employment opportunities being created and job market in TN (Tennessee) that is making the unemployment rate in the area to be only 5% that is at par with the overall unemployment rate of the USA. It means that people are getting jobs. Though, there is an income and wealth inequality due to difference in skills and ability to deliver top responsibilities. Hence, people are getting jobs, earning money, but some of them are getting higher wages and some of them are getting lower wages resulting into an inequality. It helps in the alleviation of poverty also. So, TN is lowest in the ranks of income inequality or safety net, but people are getting jobs and earning enough that they are above the poverty level.
