Yen is weaker than dollar because for $0.92 , 100 Yen have to given. So more Yen to be given in order to take $0.92. this shows that Yen is weaker.

But it appreciated from 2016 to 2018 because in 2016 you could purchase only $0.92 with 100 Yen and in 2018 You could purchase $0.98 with same 100 Yen. So in 2018 you could purchase more dollar with same Yens. So value of Yen got increased or Yen got appreciated.
