The top quintile of income earners would be those whose income is the highest.One if the common way to measure income inequality is to rank households by income from lowest to highest and divide households into 5 groups with equal number of people called quintiles. This helps to analyse the distribution of income among the 5 groups compared to the total.Mostly the top quintile earns the majority of the total income.And there is a large difference between the income of top and bottom quintiles.
