  1. Jobs - He wants to create more and more jobs by bringing in more firms and industries.
  2. Fiscal policy - His idea is for the US to balance its long-term fiscal debt but keeping in mind shot-term investments like education, job training, etc.

His ideology is very pragmatic and economically blunt in nature. There are no shortcuts to financial growth without reducing unemployment and reducing long term debts. Rep. Donald Payne Jr's ideas are a true reflection of him being practical about the issues in hand.
