The most important distinction between import quotas and VERs is that , an import quota is imposed by the gvernment of the importing country . On the other hand a VERs is an agreement negotiated between two countries who place a numeric limit or a particular quota on the quantity of a good that can be imported by one country from the other country . VERs are also quota , but it is mutually decided and requested by the importing country to impose on exports by the exporting country .
