They will not think about lifting workers out of poverty.They will pay the minimum wage possible.Transnational actors (TNAs) have come to be considered political, social, cultural, and economic agents or groups that have transsocietal relations across borders. They build their company where profitys can be maximised. So the first option is correct.

Developing countries want MNCs to come to their countries .MNCs compare each countries costs and then decide. So developing countries reduces taxes, gives subsidies etc for them to come.
