In a given society when a resource is publicly owned by all the
people within the system then each individual will act according to
his/her self-interest rather than for the collective good of the
society.
An individual will look for maximum profit he can extract from the
publicly owned resource.
In this case, the fishes away from the coastline will be a public resource. So every fisherman will look out for maximum profit and hence would catch many fish and random time of the year. This disrupts the fish population and their breeding seasons and thus in long run might cause more harm than good to the society.
Fishes will be caught more rapidly than efficient
