1. Networking itself may take up resources.

2. Costs and staff time per target group reached may be high.

3. You can't full control if you let people participate and influence your programme.

4. More difficult to evaluate and legitimate towards funding agencies.

5. The organizational structure might have to changed in a later roll-out phase

6. This strategy is driven by the existing infrastructure instead of the business processes.
