Also, the contracts of the employees had been renewed in 2017 and since the new pay scale is also exerting pressure on it.

The maintenance of medical facilities and amenities like buildings and infrastructure too are increasing and hence the relative rise in the increase in funding support extended by the budget provision is lesser compared to the requirements and anticipated demand for health care till 2020.
