If I work as a HR in a firm and they suggest me to work in a competitive wage, then the following some points influence my suggestion as a HR representative:-

1). Family leave policy (as mentioned above)

2). Median salary (as mentioned above)

3). Lower cost living in the old town (as mentioned).

After including all these points, it is not sure that the wage is more than the median.

So, this offer may be either less than the current median salary or may be equal to median salary.
