Although the question doesn't explain much, as fas my knowledge goes, there are a few major drawbacks -

a. According to the Keynesian economic theory, spending is encouraged to end a recession. If everyone stops spending or lessens it extensively, the economy will have a very minimal amount of money as a tax to spend. Then it will rely on exports and borrowings, which is nowhere sounding logical.

b. A major criticism of the budget system is that doesn't deal with the issues of government objectives, neither does it deal with the combination of inputs which is efficient enough to deal with services.
