The spending of Union Pacific railroads depends on the interests of the the governments(state,local laws) as to how much to be spent on the issues .As it is the largest operating railroad network in 23 states ,it takes all the necessary steps to ensure there is clear spending when comes to lobbying.

1) federal and state laws mandate submission of expenditure reports of lobbying .2)they have to maintain a clear database regarding the expenditure.3) lobbying is done on some evident issues such as in the case of lobbying against train safety rules and speed control etc so looking into those issues and recommend spending is a clever move exercised by union Pacific railroads.
