Or, tax rate of lower income group will decrease so that their consumption will boost the economy.

During recession, left wing democrats would increase government purchase and spending that facilitate the equality and welfare of the poor people. These type of spending, will create job opportunities for the lower income class people and aggregate demand will be stimulated to increase.
