Is it possible to develop a formula for the fair distribution of resources that is objective and generally agreed on by most in society?

The fair distribution of resources refers to the concern of dividing a set of resources among several individuals who have an entitlement to them, in such a manner that each person receives the portion of his due share. But the main problem is that the there cannot be an objective measure of the value of each resource item because different people will be assigning different values to each resource item. Thus the objective fairness is not possible; and it is not possible to develop the fair resources distribution formula.
