It can actually be mentioned that development the quality of human capital might not just increase by enrolling more people to schools but it is the quality of education for the reform in education system and the syllabus that has to be changed in only then the quality not the quantity of labour is changed or improved. For example with existing education system many people got enrolled to schools more amount of labour will come out and it is a developing country already the labour of human capital is enough. There is no. In generating more human capital is the quality of human capital only be improved by breeding in technological change and teaching them how the technological change can be handle or what are the methods to improve productivity can benefit all in all
