Soln. No, inmates should not be able to challenge their placement in solitary confinement as it will create a common process for every inmate to challenge the decision. This decision should completely lies in the hand of prison authority committee. But, the decision making authority should not set the inmates in solitary confinement blindly. There should be defined rules and criteria, based on which, a particular inmate should be decided to be placed in solitary confinement. Also, each criteria and rule should be properly explained and be justified to all inmates before making it a permanent. This process, will make the decision transparent without creating chaos among the inmates.
