In terms of economy, he was indeed a pro business man where he indeed favoured tax cuts and also favoured government spending on the whole. With this, there was huge investment in the economy where the country got to develop technologically. In contrast to this, Hoover got to pursue various different methods for the economy. He indeed ordered the labor leaders not to avoid wage cuts and also raised taxes to balance the budget on the whole.
