The main reason of taking wheat to market by water is a risk because of the competition that is present today.

During old days the suppliers are less and buyers are more which created demand for the product in the market. So even when the wheat came to market late also the sales were done in the same way. Now a days the buyers and suppliers are more infact suppliers are more than required which is creating more supply of wheat than its demand. Thus creating an excess supply in the market.

Hence if wheat is coming to market by water than the supplier may not have the opportunity to sell that wheat as already people getting that supply from a different supplier. Due to this reason it is a risk to bring wheat to the market by water.
