this will depend upon the type of the problem being faced. Therefore, the form of the problem should be defined. the questions that need to be tackled to understand this is

1)where is the issue

2)how is the issue happening etc.

Such a risk needs to then be analysed for the source of the risk

Then there should be an analysis of the possible remedies to it.

For example, cowpox was a health risk that was prevalent. This created an arena of the invention and the vaccination has developed.
