Majority rule voting does not require an agreement for group action. The purpose is to determine clear answer by means of creating a competing coalition.The competing coalition is where there are prblems such as unfair competiton.

Simple majority of people make the decision. This means that small gains to the majority outweight the large losses to the minority . even if the policy has negative net benefit overall but it still pass if the number of gainers exceeds number of losers. This implies that Majority rule can lead to inefficient outcome.
