Answer. High-density development needs to be induced for higher demand of public transit. City where public transportation excels, tend to have lots of high-density development. The reason high-density development will need to be developed first is that currently, southern California does not have the population density to make traveling by public transport more feasible than traveling by car. More high-density development in California will encourage a better public transportation system as it becomes convenient for residents.

Public transportation helps to manage several things like congestion on roads , lesser price to travel within lesser time , less pollution generation because many people are using one vehicle simultaneously etc . Such factors as better connectivity due to less congestion , cleaner environment improving health conditions , transportation at lower costs actually boost economic development . It raises standard of living , productivity of human capital and leads to development .
