Social security funds are paid to elders or baby boomer generation however the funds generated are received from taxes paid by young generation who pay largest chunk of taxes which leads to redistribution of funds.

Moreover, the government spending is function of total income received through investment by young generation in government securities has helped government to soend mpre on sovial security funds which goes to elder generation.
